Project Overview:  Conservation Voters of PA (CVPA) and New Jersey LCV invite proposals from qualified individuals or firms to implement the Delaware River Watershed Racial Justice Initiative and other efforts to support organizations working in the Delaware River watershed who want to learn about dismantling racism and white supremacy.

Timeline and Term:  Conservation Voters of PA and New Jersey LCV intend to award a contract as a result of this joint RFP by December 31, 2020. The contract’s terms are intended to extend from January 1, 2021 through December 31, 2021, with possible options for additional work beyond the term of the initial contract.

Budget: The budget for all tasks shall not exceed $75,000. 

Background

CVPA and New Jersey LCV are the statewide political voices for the environment in their respective states. We elect environmentally responsible candidates to state and local offices and hold them accountable to their commitments to a healthy environment. We advocate for strong environmental policies that safeguard the health of our communities, the beauty of our state, and the strength of our economy. CVPA and New Jersey LCV are both state affiliates of the League of Conservation Voters. Since 2015 we have been funded to help 150+ organizations working within the Delaware River Watershed in building their communications and outreach capacity. Since fall 2020 the Conservation Voters of Pennsylvania and New Jersey League of Conservation Voters have been funded to support organizations working in the Delaware River watershed who want to dismantle racism and white supremacy. 

The Racial Justice Initiative will equip organizations with tools and resources to identify and dismantle white supremacy within their own organizations in order to become better allies to communities of color experiencing environmental racism and degradation. The program provides the scaffolding, encouragement, and support for any organization funded by the William Penn Foundation in the Watershed Protection portfolio (150+ organizations) to learn more about how white supremacy culture pervades the environmental movement and how to take concrete steps toward racial equity. All staff and board members are invited to participate. 

Scope of Work

The consultant’s or consultant team’s tasks for each organization will include:

  • Conducting a watershed-wide assessment to determine what racial justice and equity support is most needed as well as current activities in Watershed groups. This assessment will likely be done in cooperation with other racial justice and equity consultants currently working with individual Watershed coalitions so as not to duplicate work. 
  • Creating and facilitating with CVPA and New Jersey LCV staff a steering committee of leadership staff and board members from organizations already committed to and actively pursuing racial justice and equity work within their organization and/or in coalitions.
  • Planning and implementing a training series for staff and board members in the watershed that creates a stronger shared context and language. These sessions may include: Foundations in Racial Equity; Foundations in Internalized Racism; Naming and Decentering White Supremacy Culture; Naming, Examining and Balancing Power; and Diversity, Equity, Inclusion and Justice (DEIJ) Strategic Planning. 
  • Creating and promoting a resource hub and social media materials that build on the resources already compiled by CDRW’s DEIJ committee to bring awareness to environmental racism in the Delaware River Watershed and lift up environmental justice work. 
  • Working with CVPA and New Jersey LCV to facilitate an active racial justice and equity learning community by organizing and leading a regular discussion group (open to all staff and board members) that will read and discuss books, films, or podcasts on relevant topics. 

Selection Criteria

Proposals will be evaluated based on the following criteria:

  • Demonstrated history of success in implementing organizational change for other clients.
  • An understanding of the nonprofit organizational structure, including volunteer boards of directors, and how to best navigate inherent hierarchies and power structures.
  • Experience conducting virtual and in-person DEIJ trainings.
  • Demonstrated history of effective facilitation, communication, and training skills.
  • Proven ability to develop internal best practices for non-profit organizations.
  • Ability to identify and overcome organizational obstacles to DEIJ growth and change.
  • Preferred but not required: Previous experience with environmental organizations and/or an understanding of the environmental movement and how race plays a role in the movement currently and historically.

The hiring process includes a period for questions from Wednesday, November 25 to Monday, December 7. We will respond to questions by Tuesday, December 8. Questions should be addressed in an email to the contact person above. All questions and answers will be shared for the benefit of interested respondents via email. 

Applications should include the following for each organization:

  • A general description of the plan for accomplishing the scope of work outlined above (not to exceed five pages), including a description and/or samples of the tools or methods you use to assess an organization’s status and competencies around DEIJ work.
  • Professional resumes of all individual(s) participating in this project.
  • A work plan and timetable.
  • A budget and outlined fee structure associated with the scope of work including hourly rate(s).
  • Descriptions of three (3) representative projects demonstrating your or your team’s ability to successfully complete projects of a similar scope and nature. Include references for each project including the names and contract information for persons directly familiar with your team’s work.
